University of Bristol REF 2029 Code of Practice 

The University of Bristol is committed to ensuring that preparation for and participation in the Research Excellence Framework (REF) 2029 is conducted in a fair, transparent, inclusive and accountable manner.

Our REF 2029 Code of Practice sets out the principles, processes and governance arrangements that will underpin the University's preparations for REF 2029. It explains how decisions relating to REF participation will be made and describes the measures in place to promote culture and inclusion throughout the process. 

The Code has been developed in consultation with staff and representative groups across the University and reflects our commitment to fostering a positive and supportive research culture. It is also informed by the University's wider commitment to responsible research assessment, including the principles of the Coalition for Advancing Research Assessment (CoARA), DORA and related national and international initiatives. We are committed to assessing research on its intrinsic merits through expert, contextualised and evidence-informed judgement, recognising the diversity of contributions that underpin excellent research and avoiding inappropriate reliance on metrics and other proxy indicators of quality. 

It outlines how the University will: 

  • Apply transparent and evidence-based decision-making processes. 
  • Promote equality of opportunity and minimise the risk of bias. 
  • Support staff from diverse backgrounds and career pathways. 
  • Recognise diverse forms of research excellence and contribution, including interdisciplinary, collaborative and enabling activities. 
  • Ensure that appropriate governance and oversight arrangements are in place. 

The University recognises that research excellence is strengthened by diversity, inclusion and a culture in which all researchers can thrive. Our approach to REF 2029 is therefore guided by the principles of fairness, consistency, accountability, transparency and responsible research assessment. In line with these principles, REF-related decisions will be informed by appropriate disciplinary expertise, contextual understanding and qualitative judgement, supported by evidence used responsibly and proportionately.

Consultation and Review 

The Code of Practice is a living document and may be updated throughout the REF 2029 cycle to reflect developments in REF guidance, institutional processes or stakeholder feedback. Significant revisions will be communicated to staff and published on this webpage.
