The Campus Division is responsible for ensuring that the University complies with its legal responsibility to manage legionella bacteria in water systems across the University estate.  Management of legionella falls within the scope of the Control of Substances Hazardous to Health (CoSHH) Regulations 2002, and is detailed within the Approved Code of Practice (ACOP) L8.  The Compliance Team within the Facilities Management Hard Services Department manages compliance with this legislation on behalf of the University.

These regulations place an explicit duty on the University to:-

  1.  Identify and assess sources of risk.
  2.  Prepare a written scheme for preventing or controlling the risk.
  3.  Implement, Manage and Monitor Precautions.
  4.  Appoint a person to be managerially responsible.
  5.  Have adequate training and resources.

The control measures that are in place ensure that the presence of legionella bacteria in University water systems is managed in-line with statutory limits.  Occasionally however we will receive a positive test result following routine screening.  This is nothing to be concerned about, and any positive result is dealt with by our specialist contractors in-line with industry approved treatment regimes.

In order to achieve compliance the Campus Division has procedures and documentation that university staff and contractors are required to follow.  The Campus Division legionella related documentation used to comply with L8 are as follows:

HSP32 Control of Legionella Bacteria Within Water Systems (FM Hard Services document)

Infrequently Used Outlet Flushing Log Sheet (FM Hard Services document)

WI-3 Control & Inspection of Plant Susceptible to Contamination by Legionella Bacteria (FM Hard Services document)

Please note that these documents are currently under review and may change in the near future.  To ensure that you are working with the latest version please check back on a regular basis.
