Multi-stakeholder Initiatives in education: an analysis of Portuguese-speaking African Small States

In the transnational policy-making landscape, in a context of global education policy, several actors are emerging in the negotiations around education policies. A salient phenomenon in this arena is the rise of multistakeholderism, which generally refers to a governance model in which multiple stakeholders, such as governments, businesses, Civil Society Organizations, and individuals, are involved in decision-making processes related to a particular issue or policy. Multistakeholderism embodies an institutional arrangement capable of replacing the centrality of the nation-state in global governance, as seen in conventional multilateral approaches. Based on ongoing research, this talk examines the role of the multistakeholder Initiative Global Partnership for Education in Portuguese-speaking African Small States. Data collection was based on content analysis of a corpus of documents and semi-structured interviews. The findings show that certain terms and constructs that emerge from global education discourses recur frequently in the documents. Furthermore, the documents also indicate that there is a depoliticisation strategy in progress. The establishment of the Local Education Group is noted for its positive impact on coordination, yet the findings also indicate that some forms of coloniality are still in operation.
