In 2019, the Taiwanese government announced its 2030 Bilingual Policy attempting to increase the nation's competitiveness by making Taiwan bilingual. Although English is the only compulsory foreign language to be learned in schools, it is not a daily used language among Taiwanese people. As this policy has a direct impact on the whole education system, teachers are required to teach school subjects bilingually without proper training. In this presentation, the following aspects will be covered: the overall goals of the 2030 Bilingual Policy, its impacts on various levels of education, current practices in primary and junior high schools, and the challenges that schools face.

Professor Tzu-Bin Lin

Professor Lin works in the Department of Education at the National Taiwan Normal University (NTNU). He served in various leadership positions including the Associate Vice-President for Academic Affairs, head of the Center for Teaching and Learning Development (CTLD), Deputy director of the Office of Bilingual Education (OBE) and the Ministry of Education Funded Resource Center for EMI (2020 to 2022), deputy head of the Department of Education (2019 to 2020) and head of the Practicum Office in the College of Teacher Education (2015 to 2018) NTNU. Prior to his current position at NTNU, he worked at Bournemouth University and at the National Institute of Education (NIE), Singapore. He is an adjunct professor at the Education University Hong Kong (2021 to 2023). In 2023, He is an Honorary Professor at the Institute of Education, University College London. His research interests include education policy and leadership, bilingual education, media literacy, comparative education, and multicultural education. He is in charge of the largest project promoting bilingual subject teaching in primary and junior high schools in Taiwan.
