Offshore Betting – a Regulatory Review

The aim of this project is to provide a scoping review that brings together all available public information on jurisdictions that supply international offshore betting licences, which enable betting operators to offer bets in countries where there is no betting regulation or betting is illegal. These offshore operators are major conduits for money laundering as they do not co-operate with sport to report suspicious betting that may indicate match fixing and are also a major source of social harm as bettors do not have any recourse for unpaid winnings due to the lax regulation.
