Personal profile

Deborah is Professor of Public Policy and Management in the School of Economics, Finance and Management (EFM). She previously had a joint appointment across EFM and the School for Policy Studies. She was Director of PolicyBristol from 2013-2016, and Deputy Director of the Centre for Market and Public Organisation (CMPO) from 2011 to 2014. Prior to joining the CMPO she held lectureships in economics at the Universities of Bath and Bristol. Deborah was Deputy Director of the ESRC Public Services Programme, University of Oxford, from 2007 until its conclusion in 2010. 

Research

Public service performance, management and accountability, particularly in the context of education. The effects of reforms such as league tables, targets, choice and competition on outcomes, with a focus on the differential effects of such reforms across social class and how policy may address any resulting inequitable outcomes.
