£2 Million Research Grant for CMPO


The Centre for Market and Public Organisation at the University has been awarded a £2 million research grant by the Leverhulme Trust.

Sir John Kingman, Vice-Chancellor, announced the award on Wednesday 29 November, at a lunch to support the work of the Centre hosted by Baroness Noakes, DBE, and Mike Jeans, (both graduates of the University) at KPMG's offices in London.

The research programme, to start in September 2001, will examine the impact of new information and emerging markets on the role of Government in regulating the private sector and providing incentives for public service delivery.

This research is of critical importance in view of the current concerns of both the Government and the private sector to incentivise their employees. The Centre is currently investigating performance-related pay for teachers.

Specific issues the Centre will look at include:

  • Regulation of privatised companies and the broader private sector

  • Competition policy, for example, assessing how to deal with the problems arising for competition authorities in the newly converging information and communications markets

  • Policy towards auctions, procurement process and other mechanisms of creating new markets (eg. the auctioning of spectrum)

  • Lessons from the private sector for the implementation of performance monitoring in the public sector

Professor Paul Grout, Director of the Centre, said: 'This is an exciting development for the Centre. How to regulate new and emerging markets in the private sector and how to provide incentives and competition for public services are critical questions. We are delighted that the Leverhulme Trust has provided the funding that will enable us to address these questions.'

The Centre for Market and Public Organisation was established in 1998 with a five-year grant from the Leverhulme Trust. It has been conducting research on the interaction between the market and the state, the introduction of market forces into the public sector and the regulation of the private sector by the state. The additional grant will provide core funding until 2007.
