Biography

Professor Barán is an international recognised researcher and innovator of Paraguay who have been leading and participating in most Paraguay’s scientific, technological, and educational revolutions. With more than 3 decades of teaching and research experience at several universities of four continents, he has received the Paraguayan Science Award twice, in 1996 and 2018 (top scientific award of the Paraguayan government), as well as the Pan-American Prize of Scientific Computing in 2012 in Mexico, among a dozen of international awards in countries as Chile (2006), Colombia (2012) and Venezuela (2013) recognizing his contribution of more than two hundred papers to the Latin American research community in computers and communication. He also received in 2012 an Honorary Doctorate from the East National University – UNE, of Paraguay. He was President of the Latin American Center on Informatics Studies - CLEI (2004 - 2008) and Research Coordinator at the National Computing Center (CNC) of the National University of Asunción (1994 – 2007) as well as founder and Director of the First Paraguayan Doctorate Program in Computers and Communication at the National University of Asuncion – UNA, where he still teaches. Dr. Barán is President of CBA S.A. (consulting company) and Dean of the Computer School at Universidad Comunera (UCOM) in Paraguay. He also collaborates as Member of the Honorary Scientific Commission (CCH) of the Paraguayan National Program for Research Incentive (PRONII), ranked at level III (Paraguayan top level). His research interests focused on Networking, Optical Networks, Cloud Computing, Evolutionary Computation, Multi-Objective Optimization, and recently, on Quantum Computers, Data Science, and Smart Cities.

Project Summary

Most low and medium level income countries like Paraguay face challenges in social, educational, and economic development directly related to the lack of efficient and modern citywide and regional public digital infrastructure and services, and lack of research and innovative capabilities in their universities to help with the development of a national capability and skills.
Problems that can be mitigated by establishing and nurturing “collaborative research and innovation projects related Digital Urban technologies” between the Smart Internet Lab of the University of Bristol UK and key technical colleges and universities of middle level income countries like Paraguay. The immediate benefit is the creation of capacity for research and innovation and medium- and long-term benefits are the planned capacity to create feasible Smart City research and innovation projects to modernize most public services.
In this project we propose the setup of the first ever collaboration in research innovation between University of Bristol, and key Universities of Paraguay to create a novel research and innovation field focusing on Smart Cities.
