On 28 January, Dr Hugh Pemberton gave a paper at the Institute of Public Policy Research, a leading think tank. His talk was based on his article 'Macro-economic crisis and policy revolution', which was published in this month's Renewal. The paper examined past economic crises that have produced revolutions in British economic policy-making. It concluded that it is too soon to judge whether or not the current crisis will produce such a revolution, but that a double-dip recession, or a prolonged but anaemic recovery, could easily create the conditions for such a shift to occur.
