Professor Jeffrey Henderson comments, in Prospect magazine, on recent Chinese funded ports, oil and gas pipelines and related naval initiatives in the Indian Ocean litteral. He argues that while these are rational responses to problems of China's energy security, they could produce negative reactions from the US and India. In such circumstances the EU could - and perhaps should - play a major role as a mediator.
